Rapid City Cannabis Dispensaries

Rapid City has 6+ licensed dispensaries — the highest density of any SD city. The dispensary count includes:

  • Puffy’s Dispensary (Kittrick "Kitt" Jeffries CEO) — flagship Rapid City location plus a Sturgis storefront. Won 7 of 15 Rapid City lottery licenses in 2021 but only opened 3.
  • Genesis Farms (230 E North St) — the state’s largest operator’s Rapid City location.
  • Plus additional operators including independent retailers.

The Pennington County Sheriff Off-Reservation Posture

One of the most distinctive features of Rapid City’s cannabis-policy environment: the Pennington County Sheriff’s Office told KFF Health News in 2022 it had not arrested anyone for off-reservation possession of cannabis purchased on the Pine Ridge Reservation. The non-enforcement posture creates a relatively-permissive environment for tribal-program access for Rapid City residents.

The non-enforcement is not statutorily protected and could change with personnel transitions. Pennington County Sheriff and DA decisions are political-discretion calls; the current posture is documented but not guaranteed forward.
